Biography:

Mr Bulgin has worked for Government's legal department since 1992, first as Crown Counsel, then as Senior Crown Counsel, and finally as Solicitor General (1997-2003). As Solicitor General, he would become acting Attorney General (AG) when the then serving AG was off the island.

From Jamaica, Mr. Bulgin received a bachelor of laws with honours from the University of the West Indies (1987) and a certificate of legal education from the Norman Manley Law School (1989). He worked as a public prosecutor and law lecturer in Jamaica before moving to Cayman.
