Welcome message from the Speaker

Hon. Edna Mr. Moyle, JP

I welcome you to the website of the Cayman Islands Legislative Assembly.

The Office of Speaker is an ancient and honourable one steeped in tradition and convention. It is an intricate feature of our system of governance; and the proper exercise of the functions of this office is critically important not only to the operations of the Legislative Assembly but, ultimately, to democracy itself. It is an awesome responsibility and a position of trust. It is the duty of the Speaker to ensure that there is fairness, decorum and decency in the Legislative Assembly and that democracy flourishes.

The Cayman Islands constitutional modernisation process is currently underway. In anticipation of the new constitution, an important part of my functions and duties will be to modernise the parliamentary practices within the House, to revise the Standing Orders, and to achieve autonomy for the Office of Speaker by separating it from the Portfolio of Internal and External Affairs. These are all important prerequisites to a modern Constitution and a modern Legislature.

The launching of the website is the beginning of the modernization. I look forward to achieving my other goals in partnership with the Members of the Cayman Islands Legislative Assembly.
